The programme

Conference for the presentation of the 2008 edition of “Improving Performance and Innovation in the P.A.: analysis and research on European e-Government experiences”, Boyana Residence, 1-2 October 2008, Sofia.

Sixth stage in a process that finds a “one of its kind” Italian publication on technological innovation to be addressed to all the public administrations of Europe, the volume “Improving Performance and Innovation in the P.A.: analysis and research among on European e-Government experiences”, was presented in Sofia, Bulgaria, on 1st and 2nd October 2008, at the, in cooperation with the Bulgarian Ministry of State Administration and Administrative Reform and the Italian Ministry for Public Administration and Innovation.

The topic addressed during the conference dealt with the ways in which the use of ICT inside the public sector clears the way to an effective transformation of the very manner in which the public administrations work and interact with citizens. The aim of the convention was not only to gather the local initiatives involving the development of I.C.T. in Bulgaria but to show and compare the different experiences obtained by European public administrations in the field of technological innovation.

The event counted on the participation of some of the most important international experts (Italy, Austria, Holland, Belgium, Spain, Finland and others other countries) coming from both the institutional and academic world, as well as on the remarkable presence of an international and selected audience.

The initiative was supported by the European Council, the European Commission, EIPA and by a remarkable number of European Community administrative bodies, including: the Ministry of Finance of Cyprus, the Slovenian Ministry of the Public Administration, the ASA, Belgian Agency for Administrative Simplification, the Fedict, Federal Public Service for Information and Communications Technologies, Latvian Ministry of the Public Administration, the Danish Ministry of Science, Technology and Innovation, the City of Madrid, the Ministry of Public Sector Affairs and Administrative Reforms of Luxemburg, the Ministry responsible for the Office of the Hungarian Prime Minister, Digital Austria, the Italian Ministry of Foreign Affairs, the Italian Ministry of Public Sector Affairs and others.

The topics of the Volume
This year the objective and the form of volume has undergone a change, thus transforming itself from a simple collection of contributions and experiences into a full-fledged working tool for all public administrations and business enterprises that need to grow and share their experiences with respect to the new paradigm offered by ICMT.

The main change regards the planning structure of the volume which, differently from the previous editions, is organized in thematic sections. The 2008 edition has in fact as subject the “Improvement of Public Administrations’ Performance thanks to the new ICT tools” with particular reference to the following issues:
  • management of the flow of information in document form and revision of administrative procedures
  • innovation in services to citizens and businesses
  • new prospects and opportunities offered by an integrated e-Government platform
